Main aims of the programme and its projects
As part of the overall programme, numerous individual projects linked wirh each other will contribute towards the development of the city up until 2006/07. These projects have three main aims.
AIM NO. 1 - development of the potential of the informations society
Projects to improve the underlying structural conditions, for the development and enhancement of human resources and for innovation-oriented economic development are in the planning stages.
The starting point for the planned projects is the (continued) extension of the senior technical college centre. The centre is to be opened to the population to a certain extent. In close co-operation with the courses offered at the senior technical college centre, a start-up centre for those wishing to establish a business undertaking is to be erected on the land of the former Reininghaus brewery as well as a further start-up and impetus centre with human technology as its main theme ("city of knowledge").
Development aid for operational investments and targeted advice will be available for the promotion of start-ups. Furthermore, projects are planned to promote the qualification of the workforce and for the general development of the necessary workforce potential.
AIM NO. 2 - fit for the future district development
Projects are planned to cover the subjects of mobility, of leisure activities and sustained construction, living and working.
In order to improve the traffic situation in Graz-West, the construction of the Graz-Köflacher railway underpass in the Alte Poststraße and the realisation of accompanying measures to reduce the load in the Waagner-Biro-Straße, are to be supported. Furthermore, the expansion and the extension of the footpath and cycle path network are to be hurried along. The Helmut-List-Hall, the erection of which startet at the beginning of 2002, will provide Graz-West with an new events centre which will be played by the styriarte, steirischer herbst und Graz 2003 vehicles of culture. The hall, constructed according to modern biological building principles, will also be equipped with Austria"s largest facade-integrated photovoltaic system.
AIM NO. 3 - the communication to accompany the process
As part of this important and extensive aim, the communication process Graz-West, launched in 1999, is to be continued and the participation of its citizens in decision-making process is to be assured. The balance of interests between economics, ecology and social matters are to assure the sustained effect of the measures.
In addition, the establishment of a separate URBAN information point is planned, which will serve as a central contract point for the area.
The so-called "technical aid" serves to finance measures for the implementation, the accompaniment and control of the entire programme, all exchange of experience with other European cities and to offer the public information.
